What\u2019s this? Oh, yeah, yeah, somebody just sent me a gentle reminder note that I was going to talk about this.  I put it at the stop of the stack at the break at the top of the hour.  <a href=\"http:\/\/www.washingtonpost.com\/opinions\/harold-meyerson-californias-bid-to-tax-ceos-who-dont-share-the-wealth\/2014\/04\/30\/fc08619c-d07e-11e3-a6b1-45c4dffb85a6_story.html\">Washington Post story<\/a>.  It\u2019s actually a column by a far left fanatic by the name of Harold Meyerson.  Does that name ring a bell?  It should.  He dates back to the Clinton years and he\u2019s at some think tank, or was.  He\u2019s now a columnist at the Washington Post.  He\u2019s one of these Occupy Wall Street types.  He may not be an actual Occupier. <\/p>\n<p>&#8220;California\u00c2\u2019s Bid to Tax Companies Who Don\u00c2\u2019t Share the Wealth &#8212; Last week, a committee of the California Senate not only <a href=\"https:\/\/live-rush-limbaugh.pantheonsite.io\/?p=9539\">talked about economic inequality<\/a> &#8212; everybody\u00c2\u2019s doing that &#8212; but actually did something about it. By a 5-to-2 vote, it recommended to the full Senate a bill that would cut the state\u00c2\u2019s taxes on companies with lower ratios between their chief executives\u00c2\u2019 pay and the pay of their median workers, and raise taxes on companies with the kind of insanely high gap between chief executive and median worker pay that has become the norm in American business.<\/p>\n<p>&#8220;To the best of my knowledge, the bill &#8212; SB 1372 &#8212; is the first in the nation that seeks to mitigate economic inequality through corporate tax reform. At a time when all the traditional institutions that enabled workers to win raises have broken down, it offers a way forward for those who\u00c2\u2019d like to see workers make a fair day\u00c2\u2019s pay for a fair day\u00c2\u2019s work. &#8230; The proposed legislation wouldn\u00c2\u2019t exactly plunge CEOs into poverty. It would reduce, on a sliding scale, California\u00c2\u2019s corporate taxes &#8212; currently set at 8.84 percent of net income &#8212; for any company paying its chief executive less than 100 times the pay of its median worker, and raise them, also on a sliding scale, for any company paying its CEO more. (Under the terms of the Dodd-Frank financial reform act, the Securities and Exchange Commission is required to publish the CEO-median worker pay ratio for every publicly listed company. The SEC is expected to begin this practice this year.)&#8221;<\/p>\n<p><a href=\"https:\/\/live-rush-limbaugh.pantheonsite.io\/?p=9473\"><img id=\"eZObject_90690\" class=\"aligncenter\" align=\"middle\" src=\"https:\/\/live-rush-limbaugh.pantheonsite.io\/wp-content\/uploads\/DemWarProsperityClassWarfare.jpg\"\/><\/a>Did you know that was part of Dodd-Frank?  I had forgotten it.  Meyerson is a proud socialist. If you\u2019re still scratching your head over who this guy is, he\u2019s a very proud card carrying socialist.  Now, they tried this.  Go back to the first term of the Clinton administration.  If you\u2019ll recall, and I need to bring this up because I need to ask everybody, why didn\u2019t this work?  <a href=\"https:\/\/live-rush-limbaugh.pantheonsite.io\/?p=9536\">The same subject, income inequality<\/a>.  It\u2019s one of the things the Democrats constantly go back to when they need turnout.  Minimum wage.  War on women.  Republicans are racist.  They\u2019re all Donald Sterlings.  This kind of thing. That\u2019s what income inequality is. <\/p>\n<p><img id=\"eZObject_90713\" class=\"alignright\" align=\"right\" src=\"https:\/\/live-rush-limbaugh.pantheonsite.io\/wp-content\/uploads\/ObamaBookMarxist.jpg\"\/><BR\/>That\u2019s why they\u2019re so excited about this <a target=\"_blank\" href=\"https:\/\/live-rush-limbaugh.pantheonsite.io\/?p=9551\">Thomas Piketty book from France<\/a>.  But of course where has there ever been income equality?  And what is it actually?  Who gets to decide?  What income will be equal?  Who gets to decide the number?  Who gets to decide what everybody earns?  And how do we determine it?  Do we determine income equality on a family of four?  Family of 4.8?  Family of six?  Single parent family?  There are more and more of those.  Gay families?  How do we determine what is income equality? <\/line><\/p>\n<p>Do you realize there never has been any income equality in the history of the world?  Not really.  The closest that you get to it is communist countries where everybody\u2019s poor and totally dependent on the government.  That\u2019s the closest you ever get to income equality.  The Chi-coms are trying it.  Cubans have pulled it off.  Vladimir Putin is trying to reconstitute the Soviet Union for the same reason.  But you\u2019ll always notice that in those places where they try income equality there\u2019s always an oligarchy, bazillionairs that lead everybody.<\/p>\n<p>Let\u2019s go back, just to remind you, back in 1993, \u201994, part of Clinton\u2019s first big tax act, they put a limit on the tax deductibility of corporate CEOs. That limit was $1 million a year.  So a business could deduct, as a legitimate business expense, only $1 million of the salary paid to its CEO.  And people applauded.  &#8220;Well, that\u2019s fair, man. That punishes all companies, that is really good.  Now we\u2019re talking.&#8221;  All right, fine.  So why don\u2019t we have income equality because of that now?  Why are we talking about it?  That was 22 years ago.  Why don\u2019t we have income equality?  How come the CEOs are still, in fact, doing better than they were back then? <\/p>\n<p><img id=\"eZObject_90714\" class=\"aligncenter\" align=\"middle\" src=\"https:\/\/live-rush-limbaugh.pantheonsite.io\/wp-content\/uploads\/ObamaQuoteAmericanBusiness.jpg\"\/><BR\/>Here\u2019s what happened.  Have you ever heard of stock options?  (laughing) Have you heard of stock options?  You have?  Do you know how they came to be?  They came to be right after Bill Clinton limited the tax deductibility of CEOs salary to $1 million.  Boards of Directors still needed to hire the best people they could find, and when you\u2019re in the market for the best it\u2019s going to cost you because everybody wants the best.  Everybody serious about their business wants the best.  If you are judged to be the best at what you do, there\u2019s going to be a lot of people pulling for you.  So you need to be very creative as you offer work to the best. <\/line><\/p>\n<p>So these crafty Chief Financial Officers came up with a trick.  Stock option.  The old stock option trick.  They offered CEOs most of their compensation in stock options that would vest as the years went by and as the stock price went up there was always that incentive.  So the CEOs took very little of their compensation every year in salary, but then it was reported at the end of every year they were earning 30, 40, 50 times their salary with stock options which were not subject to the law. <\/p>\n<p>So it didn\u2019t work.  And we still don\u2019t have income equality.  And we still have people like Harold Meyerson ticked off at how much CEOs make.  So he\u2019s all happy that this California Senate Committee has come up with a new way to make sure we spread the wealth.  But it isn\u2019t going to work that way.  What will happen is exactly what happened in 1993, a company, a CEO, board of directors, CFO, whatever, will find a way to lower that ratio between the CEO\u2019s pay and the median worker\u2019s pay and still compensate the CEO at the same amount of money he was earning.  They will find a way to do it. <\/p>\n<p><img id=\"eZObject_90711\" class=\"alignright\" align=\"right\" src=\"https:\/\/live-rush-limbaugh.pantheonsite.io\/wp-content\/uploads\/Nixon-1_large.jpg\"\/><BR\/>They\u2019ll find a way around Sarbanes-Oxley.  They will find a way. That\u2019s what always happens. They find a way around wage and price controls.  I love telling this story. Nixon placed wage and price controls on everybody during one of the oil shortages in 1972.  And, of course, companies gladly froze wages. <\/line><\/p>\n<p>You\u2019d go in and ask for a raise and they\u2019d say, &#8220;I\u2019m sorry. You know what? We were really thinking about giving you a raise but our hands are tied.  There\u2019s a federal law, and your salary is frozen.&#8221;  But you would go to the grocery store and the prices didn\u2019t seem to be frozen.  The prices were going up. <\/p>\n<p>So you\u2019d go back to the and boss say, &#8220;Wait a minute. You told me that you really wanted to give me a raise but you can\u2019t because federal law says wages and prices are frozen.&#8221; <\/p>\n<p>&#8220;That\u2019s right. We would love to give you a raise but we can\u2019t.&#8221;<\/p>\n<p>&#8220;Could you explain to me why the steak I wanted to buy at the grocery store costs more today than last week?&#8221; <\/p>\n<p>&#8220;Well, I have no idea. I don\u2019t know. I\u2019m not in charge of the grocery store.&#8221; <\/p>\n<p>What was happening was this: The butchers, the people that run the supermarkets, just invented new cuts of beef.  Like the Red-Eye B or the On-the-Bone, Red-Eye 14 Cut &#8212; something that didn\u2019t exist that was not subject to any price control &#8212; and charged through the nose for it since they couldn\u2019t raise prices on anything else.<\/p>\n<p>Because the wage and price controls went into effect on existing goods and services.  All you needed was a new size can of peas.  Just a couple more ounces.  You could charge whatever you wanted for it.  A new cut of beef.  A new mutton chop, whatever.  There were ways around it.  It never works.  Command and control never worked. <\/p>\n<p>This thing in California is not going to work.  They\u2019re going to find a way around the ratio.  And even if it did work, even if it did work, they are not going to make the ratio work by raising the median pay of the workers.  They\u2019ll do it by playing games with what the CEO makes.  Market forces are what they are. <\/p>\n<p>You pay people what you have to pay them.  You\u2019re worth what somebody will pay you.  It\u2019s that simple.  That\u2019s why you have to make yourself really valuable to people.  Make yourself indispensable as best you can.  They\u2019re all excited about this income equality.  It\u2019s part of the election turnout.<\/p>\n<p>It\u2019s about turnout and promoting socialism, and getting the government in charge of all this stuff. They\u2019re just so excited, they can\u2019t see straight.  But there never has been income equality.  And, by the way, the gap between the rich and the poor? If you want to say that it\u2019s growing, you have to make the point that the rich are getting richer under Obama far faster than they did under Bush. <\/p>\n<p>You\u2019ve gotta ask yourself: Why?<\/p>\n<p>BREAK TRANSCRIPT<\/p>\n<p>RUSH:  Back to Don in Naperville, Illinois. Thanks for having me on.<\/p>\n<p>RUSH:  You bet.<\/p>\n<p><img id=\"eZObject_90712\" class=\"alignright\" align=\"right\" src=\"https:\/\/live-rush-limbaugh.pantheonsite.io\/wp-content\/uploads\/DemocratPlaybookMinWage.jpg\"\/><BR\/>CALLER:  The question I asked Mr. Snerdley was, &#8220;Does the law of supply and demand still apply?&#8221;  President Obama says we\u2019ve had job growth for 50 consecutive months and he wants to raise the minimum wage.  Well, if we\u2019ve had job growth for 50 consecutive months that means that the number of workers should be shrinking, which would make the labor costs, I would think, go up. Why would you need to raise the minimum wage? <\/line><\/p>\n<p>RUSH:  Wait a minute now. What did you say?  If we had 50 consecutive months, that would mean the number of workers would be shrinking? <\/p>\n<p>CALLER:  Well, because you would think there would be a higher demand.  So some of those spots would get filled and the number of workers would go down.<\/p>\n<p>RUSH:  <a href=\"https:\/\/live-rush-limbaugh.pantheonsite.io\/?p=9473\">The unemployed workers<\/a>, you mean? <\/p>\n<p>CALLER:  Right<\/p>\n<p>RUSH: Yeah.<\/p>\n<p>CALLER: If the supply goes down, the cost of those workers should go up, correct? <\/p>\n<p>RUSH:  Well, supply and demand. Yeah. The more people working, theoretically, yeah. I think.  I\u2019m not sure where you\u2019re going. <\/p>\n<p>CALLER:  So how can what he say be true? <\/p>\n<p>RUSH:  Well, it isn\u2019t true.  You\u2019re talking about his combining wanting to raise the minimum wage with supposed job growth?<\/p>\n<p>CALLER: Exactly.<\/p>\n<p>RUSH: Why would he want to raise the minimum wage if we\u2019ve got job growth? If we\u2019ve got job growth, we have wage growth, so why do we need to raise the minimum wage? <\/p>\n<p>CALLER:  Exactly.  The two things don\u2019t go together.<\/p>\n<p>RUSH:  Oh, but as a political point they do.  Do you realize how many Americans could, off the top of their heads, explain the theory you just explained? <\/p>\n<p>CALLER:  No.<\/p>\n<p><img id=\"eZObject_90710\" class=\"alignright\" align=\"right\" src=\"https:\/\/live-rush-limbaugh.pantheonsite.io\/wp-content\/uploads\/ObamaMao.jpg\"\/><BR\/>RUSH:  It\u2019s very few.  What did Obama talk about? He talked about (Obama impression), &#8220;We\u2019ve got 50 consecutive weeks of job growth!&#8221; That\u2019s supposed to make you say, &#8220;Oh, wow, this country is great!&#8221;  (Obama impression) &#8220;Plus, I\u2019m going to raise the minimum wage.&#8221;  You say, &#8220;Oh, wow! Minimum wage! Good, people are making more money.&#8221; And then he added (Obama impression), &#8220;I\u2019m going to create more construction jobs.&#8221;  What the hell? <\/line><\/p>\n<p>CALLER:  Those are union jobs.  He would want to increase those.<\/p>\n<p>RUSH:  Yeah.  And, of course, that\u2019s code to the people that work in unions to know he wants more construction jobs.  My point with Obama is the laws of supply and demand don\u2019t matter.<\/p>\n<p>CALLER:  No.  Is there a full-time job anywhere in America that pays the minimum wage? <\/p>\n<p>RUSH:  Uhhhh. (sigh) There may be, but it is not the primary wage supporting the family, if it is. <\/p>\n<p>CALLER:  Okay. <\/p>\n<p>RUSH:  The minimum wage does not and is not intended to support a family. <\/p>\n<p>CALLER:  No.<\/p>\n<p>RUSH:  The minimum wage is entry level.  That\u2019s why it\u2019s already been destroyed.  That\u2019s why it loses jobs. It causes jobs to actually be lost.<\/p>\n<p>CALLER:  Maybe that Democratic Congressman from Wisconsin could hire some people at minimum wage to make the KKK hoods for him.<\/p>\n<p>RUSH:  (chuckling) I like that.  Instead of doing it himself?<\/p>\n<p>CALLER:  Absolutely.<\/p>\n<p>RUSH:  Spread the wealth. Go out and hire some people to make the KKK hoods to pass out to the Republicans.
