Politico: “Doctors Can Report Some Mentally Ill Patients to FBI Under New Gun Control Rule<\/a> — Delivering on its promise to deliver ‘common sense\u2019 gun control, the Obama administration on Monday finalized a rule that enables health care providers to report the names of mentally ill patients to an FBI firearms background check system.<\/p>\n


\n“The action was one of a series of steps that President Barack Obama had called for in January 2013 in the wake of the Newtown, Conn., shootings. … While the 1993 Brady law prohibits gun ownership by individuals who have been involuntarily committed, found incompetent to stand trial or otherwise deemed by a court to be a danger to themselves or others, federal health care privacy rules prohibited doctors and other providers from sharing information without the consent of their patients.”<\/p>\n

But now if a doctor thinks that you\u2019re wacko, they gotta call the FBI. What do you think the doctors in Manitowoc County, Wisconsin, are gonna do now? Have you seen that Making a Murderer? People have got to watch this. If I start talking about it, it will be spoiler after spoiler after spoiler. The only thing I\u2019m gonna tell you is when you watch it — and you will watch it — the Avery family and friends. Don\u2019t forget this. The Avery family and friends, exactly what Washington elites think of you bitter clingers.<\/p>\n

That\u2019s who they think you are. All of you. All of you pro-lifers. All of you common, ordinary, everyday conservatives, that\u2019s who they think you are. And I\u2019m not exaggerating. That\u2019s who they think you are. IQs of 70, incest. I\u2019m gonna stop there. Don\u2019t want to go anymore with spoiler alerts. So now remember what I told you way, way, way back in the early days of Obamacare and the debate, before it became law via budget reconciliation. Don\u2019t forget that, either.<\/p>\n

Obamacare became law without one Republican vote. It was done in budget reconciliation, the only trick they would come up with to get it passed. This is a real scary thing. Empowering doctors to report anybody they think is mentally ill to the FBI? How many of you, you all have a family out there, there\u2019s at least one in your family you think\u2019s nuts, right? Some of you have even more than one that you think is nuts. Some of you have people in your own family you would commit if you could. As Ross Perot once famously said, “We\u2019ve all got the crazy aunt up in the attic, Larry.”<\/p>\n

<\/a>Well, now some doctor, almost responsible and required to report the mentally disturbed person to the FBI. When the government has complete control of your health care, they own you. And that\u2019s why Obama and the left want and wanted socialized medicine. ‘Cause once they have that, they can control everything you do. They can control what you eat. They can control every aspect of your life, because they can assign a financial value to it, thereby claim that the way you live is high risk and deny you health coverage.<\/p>\n

So you have to change the way you live, change the things you do in order to qualify. They\u2019ve got you by the shorts, folks, and this is exactly why they want it. It isn\u2019t about better health. It isn\u2019t about treatment. It isn\u2019t about affordable insurance. It\u2019s about total control of the country. So here comes an executive order empowering, requiring doctors to report mentally ill people to the FBI. And then what? What happens then? Well, the FBI can do whatever they want. Whatever they come in and do, how you gonna stop \u2019em? It\u2019s the FBI, for crying out loud. Federal law enforcement. What are you gonna do? You are under their power at that point.<\/p>\n

BREAK TRANSCRIPT<\/p>\n

RUSH: This doctors reporting patients who are mentally ill jogged my memory. So I went to the encyclopedia of the World Wide Web, and that\u2019s RushLimbaugh.com. My website is a veritable encyclopedia, especially about items discussed on this program. Lo and behold, you knew this all sounded familiar. Back on January 16th of 2013 (it\u2019s almost three years ago), I predicted this vis-a-vis Obamacare, because three years ago we reported on the story that the Regime or the administration had deputized gun-snitch doctors.<\/p>\n

This story three years ago was about doctors, under the tenets of Obamacare… If you were listening, you\u2019ll remember this. Doctors were being ordered, instructed to talk to patients and get information from them about gun ownership, where the guns are in their house if they have them, who has access to the guns in their house, and where the ammunition is kept. Three years ago, doctors were told (quote, “permitted”) to do this. Doctors were permitted to ask their patients these questions about guns. It essentially is deputizing doctors as agents of the state.<\/p>\n

So I knew that Obama using doctors rang a bell.<\/p>\n

I knew remembered this.<\/p>\n

And, lo and behold, that\u2019s what I remembered. That\u2019s what we found with a scan of RushLimbaugh.com three years ago<\/a>. So now, today, Obama is allowing and even demanding that doctors report mentally ill patients to the FBI. You know this is a common tactic in communist and totalitarian countries. It was famously used in the Soviet Union. It\u2019s still used in Cuba, and it is used in communist China. The way it works is, anybody that disagrees with the regime is labeled mentally ill or can be labeled mentally ill if they express a point of view that objects to the ruling government\u2019s point of view.<\/p>\n

I\u2019ll give you a great example. That would be climate change. You have no doubt heard all of the vitriol and anger aimed at people who don\u2019t believe in man-made global warming; they\u2019re called “deniers.” Others on the left have proposed that they be shut up, that they be denied the opportunity to speak and comment on various websites like Facebook, Twitter, you name it. It\u2019s not a stretch for someone to claim they are mentally ill. “They do not understand. They pose a great risk to their neighborhoods and their communities and the world because they don\u2019t understand the dangers of climate change.<\/p>\n

“That is a mental illness.” You get a doctor to claim somebody who thinks that climate change is no big deal, is mentally ill, and who knows what can happen to \u2019em? They\u2019ll commit them or whatever and get them out of the circulation of the mainstream. Do not think this is beyond the stretch of the imagination. This is who these people are. Remember, they\u2019re not interested in debating anybody. They\u2019re not interested in a debate in the arena of ideas with public opinion determining the winner.<\/p>\n


\nThere is no alternative point of view, and there should not be one that\u2019s justified and permitted, as far as radical leftists are concerned. So it\u2019s not a stretch here. So you go from three years ago to doctors being permitted, as part of Obamacare… This is part of qualifying for Obamacare. Doctors ask you where your guns are in your house, where the ammo is, how hard is it to get to the guns that you have, and they must report that. Now doctors can report anybody they claim to be mentally ill, to the FBI.<\/p>\n

What do you think\u2019s gonna happen to a doctor…? Let\u2019s just pick one. Doctor Snerdley decides to inform the FBI that some patient of his who happens to be a political opponent of the Regime is mentally ill. Do you think that doctor might be rewarded somehow, for getting an enemy of the state off the street by reporting them as mentally ill? It\u2019s not far beyond what is legitimately possible here. And I know most people, when presented with what I\u2019ve just described, say, “Come on, Rush! Don\u2019t be silly. That\u2019s absolutely stupid, ridiculous, would never happen.”<\/p>\n

Well, 20 years ago, 25 years ago there are things that are routine today that everybody back then thought would never happen. Today they\u2019re routine. So don\u2019t say that they could never happen. The fact of the matter is, there\u2019s a political party today that wants things like this to happen. They\u2019re beginning to happen. What are you…? A doctor can report mentally ill people to the FBI. For crying out loud, doctors can take surveys of their patients on gun control, gun ownership and so forth and so on.<\/p>\n

RUSH: Try this headline, Washington Free Beacon: “Obama: I\u00c2\u2019m \u00c2\u2018Confident\u00c2\u2019 My Gun Control Measures Won\u00c2\u2019t Violate Second Amendment.” Really? You are confident? Isn\u2019t that something that either is or isn\u2019t? Either violates it or it doesn\u2019t. What do you mean, you\u2019re confident? You\u2019re gonna wait for some judicial review panel to decide? It means it\u2019s up for grabs? Which means he is violating the Constitution, the Second Amendment, and is happy to be doing so. That\u2019s the whole point of the Obama administration to blow up that document. The whole point of the Obama administration is to render the Constitution something akin to a relic that\u2019s out of touch and no longer relevant. There\u2019s no question that\u2019s the purpose of this administration, when you get right down to it.<\/p>\n

\nDid you see the story out of California that came with the dawn of the new year? California, governor Jerry Brown signed it into law, just enacted and signed into law legislation that allows family members to report unstable gun owner relatives to the police. And then when that happens, the police have to come and take that person\u2019s guns away from them. So in California it\u2019s been signed into law. Family members are now allowed, quote, unquote, to report unstable gun owner relatives. So if you happen to live in a family that\u2019s mostly lib and you\u2019re a conservative and you\u2019ve got guns, they can report you as unstable. And the definition of your instability is that you have a gun. And at that point the cops are required to pay you a visit.<\/p>\n

Meanwhile, the attorney general Loretta Lynch has received a letter from John Culberson, Republican, Texas, member of the House. He\u2019s chairman of the appropriations subcommittee that oversees the Justice Department. He has warned Loretta Lynch against enforcing Obama\u2019s new gun laws. Regulations, I should say. He said: “I have formally notified Attorney General Lynch that I will aggressively protect our Second Amendment rights using Congress\u2019 power of the purse. I notified the attorney general that if the Department of Justice attempted to create new restrictions on our Constitutional rights that I would use every tool at my disposal to immediately restrict their access to federal funding.”<\/p>\n

In other words, he said he\u2019s gonna use the power of the purse. It means he\u2019s gonna defund or hold up the Department of Justice budget. Now, this is a Republican. His name again is John Culberson. We have to keep in mind here that the threat might well be empty, given — I mean, the Republican leadership, the media goes crazy on this, they might withdraw it, but at least Congressman Culberson has at least advanced the idea that with this Regime overreach, it\u2019s entirely possible he could lead an effort to restrict the full funding of the budget of the Department of Justice.<\/p>\n

BREAK TRANSCRIPT<\/p>\n

RUSH: Here\u2019s Cindy, Champaign, Illinois, as we head back to the phones. I\u2019m glad you waited, and welcome to the program. Hi.<\/p>\n

CALLER: Hey, right out of the gate, just wanted to say I am a pro-gun individual, you know, legally, with boys, and we follow all of the statutes —<\/p>\n

RUSH: Wait, see, see, wait, wait, wait, wait, see what just happened? She felt the need to add that she\u2019s legal, “I\u2019m a pro-gun advocate. But wait, legal, legal.” Of course we never doubted that you were a criminal.<\/p>\n

CALLER: Okay.<\/p>\n

RUSH: That\u2019s how they trying to stigmatize.<\/p>\n


\nCALLER: I\u2019m just sticking with you. Okay, the issue I have with what you said is you said as a result of Obama\u2019s speech today, that if you have a mentally disabled person in your home, the laws change on how you store your guns and ammunition. However, I can only speak to the state of Illinois. I\u2019m a health care professional and a law-abiding citizen, and I have our Illinois statutes printed out every year, \u2019cause they change, and that was on the books years ago. So nothing changed, and your statement of “as a result of his speech today you will have to do such-and-such,” at least in the state of Illinois, it\u2019s been that way for quite some years.<\/p>\n

RUSH: Well, right. Now, wait. You\u2019re getting confused, because three years ago is when it began that doctors and nurses, but doctors specifically were asked by virtue of Obamacare to start asking patients where their guns were in their houses, if they had them and where the ammunition was.<\/p>\n

CALLER: No. I got that pamphlet in the mail. So you\u2019re telling a half-truth, at least for my state, a half-truth for my state. You need to get the information from pamphlets that were sent out to health professionals at that time for each state. It does not say you ask where the gun is. It asks sensible things like, “Are you gonna hurt yourself?” If they of course said, “Yes,” you know, “Do you have access to a way to do that? Are you planning on hurting someone else?” But nothing on that said that I have to ask him where is your gun and so forth. I got that information. And that was from my state, not from Obama. That was from my state, and I know federal trickles down to state, but I take a little issue with some of your blanket statements when most of it was common sense prior to that, but it is state statute in Illinois a long time ago that if say grandma had dementia and she lived with you, that you had a certain way to store that. And that\u2019s just called gun responsibility.<\/p>\n

RUSH: All I am telling you is what we learned in 2013 as Obamacare came online, the things that it was requiring and empowering doctors to do from the federal level. In California, family members can report gun owning relatives to the police. As of this month the police have to confiscate the guns. I\u2019m not making anything up here and I\u2019m not generalizing anything.<\/p>\n


\nCALLER: You think that\u2019s new? Do you think that\u2019s new if somebody calls the police and they say, “Hey, my brother\u2019s gonna shoot himself. He\u2019s got a gun in his house. He just said he\u2019s gonna hurt himself,” do you think there\u2019s not a civic responsibility to go, “Hey, investigate that.”?<\/p>\n

RUSH: That\u2019s not what this is.<\/p>\n

CALLER: Yes, it is.<\/p>\n

RUSH: It\u2019s always been the case that if you see somebody that you think is gonna use a gun in a bad way you call the cops.<\/p>\n

CALLER: Okay —<\/p>\n

RUSH: This is doctor\u2019s now being required to report mental instability or whatever to the FBI, and three years ago this was doctors now being asked to survey their patients on where the guns were in their house, if they had guns in their houses. It is part of Obamacare. Now, you can sit there and try to defend this all you want. I\u2019ve got no reason to make this up. I\u2019m not making any of it up.<\/p>\n

CALLER: Okay, you need to print it out then, because there was nothing said today that said that they were going to take your guns if so-and-so called and said you\u2019re mentally unstable. They don\u2019t have time for that.<\/p>\n

RUSH: Of course it\u2019s not printed out. This is the whole point. Of course Obama did not announce it today. This is what you ferret out when you learn what\u2019s in his regulations. There are hundreds of them. He didn\u2019t announce the details here. He\u2019s speaking in broad brushes about good intentions and safety and all this other folderol that\u2019s really not the motivation for any of this. The California law is new, as of this month. The thing in 2013 about doctors being required to survey their patients on whether they own guns or not. That\u2019s part of Obamacare. It is federal. And the new thing from doctors being required to report to the FBI is new. It is something that is part of the Obama regulations executive orders that he is announcing.<\/p>\n


\nThere are 4,000 of them, Cindy. There are 4,000 gun and other Obama executive regulations that have been enacted or will be in just the past two months. There are more than anybody can keep charge of, keep track of. Obama\u2019s not on TV announcing every detail. He doesn\u2019t dare do this. This is the kind of thing that you\u2019re not supposed to know. This is this kind of thing that would let you stand up and oppose it. This is the stuff that\u2019s gonna happen after the sweetness and light is all explained by Obama.<\/p>\n

I have no reason to lie to anybody about this, and furthermore if I am lying and exposed, what good does that do me? No interest in that. Anyway, I\u2019m sorry, I misunderstood you when you called. You said you\u2019re a legal gun owner. I was trying to say, look what you have to do. Nobody here thinks you\u2019re a criminal, but you, because of the conversation on guns now, you felt compelled to tell us that you are a legal gun owner. And I\u2019m just telling you that\u2019s how this works. You are on the way to already being stigmatized, and you support the guy, even.<\/p>\n

BREAK TRANSCRIPT<\/p>\n

RUSH: Our last caller, Cindy in Illinois, was saying that they already are required to store their guns safely if some mentally unfit persons lives in the house. That\u2019s not what… (snide impression) “So you\u2019re painting with a broad brush! You\u2019re making it up! N\u2019yah, nyeah! We already have to do that. It\u2019s state not federal.” By the way, being “state” of Illinois doesn\u2019t give me all that much comfort. “Oh, well, no big deal then.” But the fact is that\u2019s not what Obama\u2019s talking about. This is not about storing; this is now doctors reporting to the Feds, A, if you have guns, and then, B, WHERE THEY ARE. Not how. WHERE THEY ARE. Ditto ammunition.<\/p>\n

Whether you\u2019ve got a mentally unstable person in your house or not, that\u2019s three years ago. What\u2019s new is doctors now being required or asked — I\u2019m not sure which — to call the FBI if they think somebody\u2019s unstable. I wasn\u2019t talking about storage and behavior. This is about reporting! This is about using citizens to report on other citizens to the government, and it\u2019s part of Obamacare. And it\u2019s now part of these regulations that he\u2019s announced, these executive orders that he\u2019s announcing all this week.<\/p>\n

Today was just the party. This is a political pep rally today! It wasn\u2019t an announcement ceremony. It wasn\u2019t like we just signed a bill, legislation, into law, and we have all the parties that made it possible up to the White House for the signing ceremony. This was a political pep rally they had up there today, about Obama deciding to go ahead and do this even though Congress won\u2019t. And saying (impression), “I don\u2019t think that I\u2019m violating Constitution. I\u2019m pretty confident I\u2019m not.” Really? You\u2019re not sure?
