RUSH: Now, one other thing, it was last Friday — almost a week ago on this program — what has been missing here from the entire Trump agenda? I addressed this all week, and I started on this last week<\/a>.<\/p>\n

When this budget deal started looking like it was looking I said, “The president is the guy that\u2019s going to have to make things happen where his agenda is concerned.” And I drew an analogy to Lyndon Johnson and how Lyndon Johnson made Congress heel to what he wanted and what he needed. I made mention to that. This was last Friday. Audio sound bite number five. Three, two, one. Well, we don\u2019t have audio sound bite number five.<\/p>\n

\"\"Essentially, what I said was, repealing and replacing Obamacare was mentioned at every rally, so why doesn\u2019t the president go in there and tell them what-for? It\u2019s what LBJ did. LBJ treated them like a bunch of beagles. He\u2019d grab those Republicans by the ears, Democrats too, and tell them the way things were going to be.<\/p>\n

LBJ sometimes would only take phone calls from Republicans when he was in the toilet, which is also true. LBJ was a no-nonsense guy. You wonder why Trump can\u2019t go in there and say, “Look, guys, I won the election. Here\u2019s what we\u2019re going to do. This is my agenda and I\u2019m going to make it happen.” This is not what was happening. Do we have audio sound bite number six? Apparently we don\u2019t have audio — oh, we do. Well, then, play it.<\/p>\n

JIM ACOSTA: President Trump spent the last 24 hours meeting with and calling roughly a dozen lawmakers.<\/p>\n

WOLF BLITZER: President Trump is personally lobbying House Republicans to back the bill.<\/p>\n

ANDERSON COOPER: President Trump has been all-in on the effort to lock down votes.<\/p>\n

GEORGE STEPHANOPOULOS: He really got re-engaged in the last several days.<\/p>\n

ERIN MCPIKE: After all of this arm twisting that\u2019s been going on.<\/p>\n

JAKE TAPPER: President Trump twisting arms.<\/p>\n

MIKE VIQUEIRA: Still twisting arms, still trying to cajole, or pressure members, find that sweet spot.<\/p>\n

ALISYN CAMEROTA: Some last-minute arm twisting going on.<\/p>\n

JASON MILLER: Some arm twisting to go and get some folks across the finish line.<\/p>\n

MARY BRUCE: Even some arm twisting.<\/p>\n

JASON CARROLL: The president really deserves a lot of credit on this one. The president all week doing what he does best, and that\u2019s negotiate.<\/p>\n

JONATHAN KARL: The president has been doing this over and over again with individual members of Congress. This is the kind of stuff that President Obama really hated to do.<\/p>\n

RUSH: Well, it\u2019s the stuff that Trump needed to do. He has to drive the agenda. He has to be behind the wheel here. It\u2019s his agenda. He has to be the one leading it. And it looks like on this go-around on health care, he did, following my advice last Friday<\/a>.<\/p>\n

BREAK TRANSCRIPT<\/p>\n

RUSH: Republicans need 217 votes to pass this thing. The vote is next hour. The latest count says they have 218. So they have a cushion of one. There were two flips yesterday. Billy Long, Republican Missouri, and Fred Upton, the lightbulb guy in Michigan. And here is Billy Long, Washington press conference outside the White House, after talking to Trump about why he switched.<\/p>\n

LONG: When they made what I considered the change to preexisting conditions, that\u2019s when I said I\u2019m a “no”. The president said, “Billy, we really need you. We need you, man.” I said, “You don\u2019t have me.” He said, “We really need you.” We went through that for 20 minutes. He called back yesterday: “We need you. We need you. We need you.” Well, I\u2019m happy to announce that the people in the seventh district of Missouri will have preexisting conditions covered adequately.<\/p>\n

RUSH: They were. They were covered with a pool of $130 billion. Do you know what\u2019s going on here? And, folks, I don\u2019t care. It is what it is. The guy is just angling for the press and the PR, that they had a major role in increasing the amount. It\u2019s a great reelection effort, fine and dandy. Here\u2019s the lightbulb guy, Fred Upton, at the same place, describing his meetings with President Trump.<\/p>\n

UPTON: When he called me yesterday, I told him I was a “no”. And I told him that I was a “no” because the of the provision on preexisting illnesses. So yesterday, I read him back his statement where he said that this bill would be just as strong on preexisting illnesses as Obamacare. I want him to keep that pledge.<\/p>\n

RUSH: So they got $8 billion additional for it and the pledge has been kept. So what I said yesterday happens to be also true. And that is, that this version of the House bill has been turning on the whole concept of coverage for payment of people with preexisting conditions. And as I said, there was a pool of $130 billion authorized already in the Republican bill. These two guys, Long and Upton, got an additional $8 billion added to it. And that, as far as they were concerned, made the difference.<\/p>\n

But you see the story here. You have Trump who wasn\u2019t budging. “He wasn\u2019t budging. But I went in there and I told him what for. Trump said, ‘We need you. We need you. We need you.\u2019 Yeah, well, you don\u2019t got me. You don\u2019t got me until you sweeten the pot. So Trump sweetened the pot.
